The article is devoted to the prospects for the development of the concept of a representative system in local government of the Russian Federation. It is concluded that the body of the people's representation can only be a legislative (representative) body. It is this local government body that is the basic one in the exercise of power by the people, in expressing their will and interests on the territory of the municipality. In addition, it forms a unified system of public authority at the municipal level.
