This paper analyzes the features of the socio-economic development of the Arctic regions of the Republic of Sakha (Yakutia). Revealed that there is a fairly strong differentiation between areas. That is, in the Arctic regions characterized by selective involvement in the exploitation of natural resources, patchy distribution of production, the presence of distortions in the economy. It is shown that the development of local self-government is the potential development of the territory of the indigenous peoples, as well as an independent object of regulation of development. It is proved that the development of tourism in the Arctic may be adaptive branch of the economy, easily adaptable to the market, taking into account local conditions and terrain.

The paper analyzes the peculiarities of tourism management. It is revealed that the development of local government is the potential development of the territory of the indigenous peoples. It is proved that the development of the tourism sector of the economy is adaptable to the market and is one of the ways of increasing the competitiveness of municipalities. For the analysis of the spatial development the use of tourist zoning and territorial marketing is justified.

The article is devoted to historical research and comparative analysis of existing approaches to the definition of the “municipal service” concept, represented in legislation and legal science, identifying its fundamental features, studying the semantic-syntactic meaning of the concept being studied. The paper reveals the debatable aspect of the correctness of the term “permanent basis” use as a fundamental feature of the “municipal service” concept. The author concludes that the reason for the varying interpretation of this concept, both in objective and subjective terms, is the interaction of these two sides of a single phenomenon, beyond which the will, that has become a law, cannot exist and be implemented in practice. The author also outlines the ways of further research in connection with the existence of the theoretical legal category “public service”.
This article examines the mechanism of governance over northern (subarctic) territories in Canada and management of local issues within their borders. The author maintains, that the ethnic factor, that is, the presence of indigenous groups, influences the policy of state authorities in the provinces and territories of Canada, which, in its absence, prefer not to apply self-government as such in the Artctic, replacing it with local state authority. The Canadian experience is also of interest in Russian conditions, in the context of ensuring the rights of indigenous peoples and optimizing the mechanisms for exercising local government in the northern territories, in order to ensure its constitutional nature and meaning.
