The article is devoted to the social protection of state civil servants: the concept, the main features, the importance in the system of construction and functioning of the civil service.

The article is devoted to the basics of state policy in the field of state and non-state social security in 1898–1907 in the Russian Empire. It was during this period that the state’s social policy began to actively develop. At that time, it was not comprehensive and comprehensive in nature, however, nevertheless, it served as a good starting point for the further development of legislation, which continued until the end of the existence of the Russian Empire as a state.
