The article is devoted to the basics of state policy in the field of state and non-state social security in 1898–1907 in the Russian Empire. It was during this period that the state’s social policy began to actively develop. At that time, it was not comprehensive and comprehensive in nature, however, nevertheless, it served as a good starting point for the further development of legislation, which continued until the end of the existence of the Russian Empire as a state.
Through the prism of the philosophical idea of justice and prosperity, the article examines the process of formation of social policy in a new type of state for the history of human society – the socialist state, which arose as a result of the revolutionary actions of the Bolsheviks in 1920-30. Special attention is paid to the social security and health care system, the creation of pensions, the fight against unemployment and homelessness, as well as the elimination of illiteracy. The conclusion is made about the one-sidedness of the policy, which affects only a part of the country's population and certain social groups.
