The article is devoted to the problem of development and formation of pedagogical education in the Rus-sian province. The author describes the activity of the educational institutions which were carrying out teach-ers’ training in Russia and the trans Ural region in the second half of the XIXth – the beginning of the XXth centuries.

The article is devoted to the problems of academic interrelations at a regional and international levels of students of higher educational establishments of the countries of Latin America, and to international academic programs, which provide and strengthen cultural relations and enable the establishing of a professionally oriented competency. The academic mobility of students and teachers of liberal arts universities is considered to be a very important component of the teachers’ training.
