The article deals with the state policy in the sphere of education. Formation of educational policy is based on the dominant social and cultural values, as well as ideas about the objectives of socio-economic, scientific, technological and cultural development. The state and society, continuing their development, attach special importance to the role of education, which is constantly increasing. The state educational management system is aimed at continuous improvement of its quality and efficiency. The existence of reforms in the field of general education has caused fear in a society characterized by the fact that they will not correspond to equal access to education. Unequal conditions can thoroughly divide the population, in this case the level of education in the country may decrease.

The article highlights the fact that in the context of crisis phenomena in the economy and the transformation of the Russian education system, it is important to improve the efficiency of budgetary funds using. Regarding this, a popular instrument for implementing state policy appear to be state and federal target programs. Their effectiveness is evaluated by comparing the achieved showing with the indices that were claimed. In order to use having special purpose program methods effectively, it is necessary to set clear goals and to provide additional expert evaluation of reporting materials.
