The article highlights the fact that in the context of crisis phenomena in the economy and the transformation of the Russian education system, it is important to improve the efficiency of budgetary funds using. Regarding this, a popular instrument for implementing state policy appear to be state and federal target programs. Their effectiveness is evaluated by comparing the achieved showing with the indices that were claimed. In order to use having special purpose program methods effectively, it is necessary to set clear goals and to provide additional expert evaluation of reporting materials.
The article presents an assessment of the state budget expenditures effectiveness. The author has analyzed the effectiveness of expenses on education in the Republic of Karelia. Comparative characteristics of the results of the applied methods are given, their positive and negative sides are noted. In accordance with the methodology for assessing the effectiveness of the state program, the indicator of the effectiveness of spending on education in the Republic of Karelia is calculated. The factors influencing on the value of the indicator of the effectiveness of expenditures on education are singled out. As a result of the conducted research, the author concludes that the evaluation of the state program based on the methodology provided in the program and developed on the basis of methodological recommendations is based on an executive plan-factual analysis and does not assume the quality of development, planning and management of the state program. It follows that the Methodological recommendations for assessing the effectiveness of government programs in some cases are not an optimal tool for assessing effectiveness.
In article legal grounds in the organization of patriotic education in our country and also its current state and views of patriotism, as on difficult, complex and unique characteristic of the personality are considered.
The article presents an analysis of state funding of education in the Russian Federation. An assessment of the structure and dynamics of education funding at the Federal and regional levels (using the example of the Republic of Karelia) is given. As a result of the research, the author concludes that the main financial burden falls on the regions. The problems of the regional budget do not allow us to fully meet the needs of the education sector.
The article presents an analysis of the implementation of the state program «Pushkin Map». The question is raised about the accessibility of cultural programs, buildings of socio-cultural institutions for people with disabilities and disabilities, as well as the readiness of staff to accept citizens with special needs.
