The article is devoted to the actual questions of the state policy of the modernization of the monoprofile city districts of the Samara Region. The basic measures of the state support of the problem territories in the region are systematized, features of each group of measures are viewed.

The article deals with the state policy in the sphere of education. Formation of educational policy is based on the dominant social and cultural values, as well as ideas about the objectives of socio-economic, scientific, technological and cultural development. The state and society, continuing their development, attach special importance to the role of education, which is constantly increasing. The state educational management system is aimed at continuous improvement of its quality and efficiency. The existence of reforms in the field of general education has caused fear in a society characterized by the fact that they will not correspond to equal access to education. Unequal conditions can thoroughly divide the population, in this case the level of education in the country may decrease.

The subject of the article reflects the topical problem of the possibilities, forms and methods of solving the tasks of educating young generations in educational institutions of various levels, including military universities.
