The paper is dedicated to historical and legal analysis of legal sanctions applied to corrupt officials in Russia. The author is convinced that tightening of criminal penalties is useless if it is not ensured with a ripe sense of justice and effective anticorruption standards.

The paper analyzes the legal institution of justifiable defense as a conflict of t legally protected interests. Criticizing the definition of defense, the author suggests the original version of the Criminal code, based on the priority of objective evidence in the justifiable defense’s qualification.

The article is devoted to comparative analysis of modern innovations and traditions of public administration in Russia. By identifying historical trends, the author proves the necessity of the use of national experience of nation-building as opposed to the reception of foreign models «state management».

The paper analyzes the regulatory protection of the rights of religious Russians. According to the results of the comparative historical and legal study, the author proves the redundancy of legal regulation of religion in the current legislation of the Russian Federation.

This article analyzes the technological approach to the understanding and realisation of innovation. Modern focus on the so-called “effective management” in the government essentially demoralizing Russian officials. Overcoming the crisis of managerialism author sees in the implementation of a coherent and consistent human resources policy based on the humanization of government.
