The paper analyzes the principles of meritocracy in relation to the training of officials. The author concludes about the need to review the ethical criteria for access to public service.

By identifying historical trends, the author proves the necessity of the use of national experience of nation-building as opposed to the reception of foreign models «state management».

The paper analyzes the regulatory protection of the rights of religious Russians. According to the results of the comparative historical and legal study, the author proves the redundancy of legal regulation of religion in the current legislation of the Russian Federation.
