The paper deals with the structure of public finances of federal states (the Russian Federation and the United States) under sanctions. The author analyze the revenue and expenditure of the budget, the public debt of these countries, the largest holder of US government debt bonds. The components of the Russian Federation budget revenues: tax and non-tax revenues, non-reciprocal transfers, as well as the operating and capital budget expenditures are studied. The role of local budgets for the development of Russian economy is considered. The authors show differences and similarities in state and budgetary systems of America and Russia, their budgetary processes, income, expenses, pensions, domestic and external debts, debt-forms, schemes of credit operations.

The paper deals with the trends of insurance development in the Russian Federation. Insurers’ contributions to share capital, insurance bonuses, contributions, types and forms of insurance, expenses, financial results are analyzed. Payables and receivables of insurance companies are considered. Reinsurance as a special kind of insurance, that is constantly developing is studied.

The paper shows the role of social indicators in region development. The social indicators of Tula region in 1997-2005 are analyzed. The economic basis for the strategy of the future socio-economic development of the regions, based on state and business cooperation is studied.

This article deals with the essence of the category of "effective cooperation strategy of the state and business." Its role for the development of innovative potential of the region is stated. The basic forms and features of state - business cooperation are analyzed and the state partners in solving social problems are specified.

This article deals with the factors that influence the level of socio-economic development of Russian Federation regions. The criteria and the system of indicators to assess the sustainability of socio-economic systems are worked out. A comprehensive analysis of Tula region socio-economic development was carried out on the basis of these criteria. The principles of sustainable regional development are stated.
