The paper reveals the most significant stages in the development of state and Tula region economy in relation to the life and work of the prominent state and political figure, the Hero of Socialist Labor, the head of Tula region administration in 1997-2005, the member of State Duma of the Russian Federation (the fifth and sixth convocations) – V.A. Starodubtsev.

The article deals with the factors that determine the quantitative and qualitative characteristics of the productive potential of Russia.

According to the authors, the Russian economy in the current economic conditions must be focused on the implementation of the principle of the productive economy, the basis of which is to achieve maximum utility of each unit involving in the commercialization of resources available to society. At the same time, the de-velopment of trade occupies a central place among the factors of economic growth.
