The management reform and the creation of a unified system of public authority have led to the need to understand the constitutional principle of the independence of local self-government. The functional aspect of the management system is considered.

It is noted that today, in the context of the need to rethink and reassess many categories, concepts and legal phenomena, constitutional and legal research is valuable in almost any direction.
