The article is devoted to the problems of e-government development in Russia. The author considers perspective solutions for optimization of facilities for the providing public services and the openness of executive authorities, taking into account foreign experience. The results of the study of citizens' participation quality in the interaction of government and society are given, the barriers to the effective functioning of electronic state are analyzed.

This paper discusses the issues of regional public policy formation in the Internet. The authors emphasize the necessity of interaction of regional authorities with social networks in the context of one of the ways to develop public policy in the Volgograd region.
