The article deals with the problem of ensuring environmental safety in the Rus-sian Federation. Environmental protection is becoming more and more urgent due to the negative consequences of large-scale industrial development, the elimination of which requires large time and material resources. This determines the allocation of environmental safety as one of the main priorities of state policy. Legal regulation of environmental safety is carried out both by basic laws and strategic acts. Environ-mental safety is ensured by various legal means, a special place among which is oc-cupied by the criminal law. The author analyzes the provisions of criminal legislation in relation to environmental crimes: the emphasis is placed on the object of en-croachment and the distinctive characteristics of the composition of criminally pun-ishable acts. A comparative study of environmental crimes and administrative offens-es has revealed one of the reasons for the weak effectiveness of the means of criminal law. The considered statistics demonstrated problems related to the latency of acts, the imposition of punishments and the complexity of the application of norms. The author concludes that there is a need for an integrated approach to ensuring environ-mental safety in order to prevent the commission of illegal acts that pose a threat to the environment and violate the constitutional rights of citizens.
The article deals with the application of pop-up boom system (PBS) to localize oil spills in the water area of Kozmino port. Current methods of spill localization are evaluated and more effective solutions based on innovative technologies are proposed. Special attention is paid to comparative analysis of stationary and pop-up booms, their design features and advantages for environmental safety. The economic and ecological calculation of transition to the pop-up boom system is carried out, technical characteristics and time of fence setting are shown, as well as the results of mathematical modeling. The methods of tanker wrapping and oil spill localization are also considered, and the equipment and materials used at the facility are described. The results of the study confirm the effectiveness of the TCD system from both an environmental and economic point of view.
The article examines the main directions (vectors) of the development of environmental law. Among them, there are: a direction related to limiting the negative environmental impact of the most dangerous industries; a direction to streamline waste management relations and reduce their negative impact on the environment. These areas also include the expansion of ideas about the subject of environmental law, namely, the inclusion of relations to ensure environmental safety and in the field of preserving the climatic and natural environment. The article concludes that the emergence of such new sources of regulation as self-obligation norms, as well as the expansion of the range of legal and other social regulators noted in works on the general theory of law, have an impact on the development of environmental law.
The article analyses some of the most important legal acts and regulatory legal acts concerning the Arctic zone of Russia. Analysis of the decree of the president of the Russian Federation on strategic development until 2035 and solving its strategic goals was emphasized in the article. Comments were also given on the latest news regarding Russia's political situation in the Arctic, as well as the establishment of sea transport routes.
