The evolutionary development is considered in the context of information theory and semiotics. The concept of dialectics code-textual nature of the elements of evolving systems as a prerequisite for evolutionary innovations: the development of nature and society is possible due to interconversions syntagmatic and paradigmatic dimensions. Innovations relate to the specific code.

The paper deals with a review of the condition of certification under ISO 9000 standards at the Russian enterprises and a comparison with the international experience of certification. It is marked that, despite active advancement of ISO 9000standards, the degree of quality in machine industry is not high enough. It is underlined that the accent on document circulation leads to the problems in quality management. The solution of quality management problem should begin with the engineering procedure analysis. For simulation and process analysis the author offers to use the methods of mathematical information theory enabling more exact and safe outcomes in comparison with traditional modes. The example of manufacturing a cartridge is considered. It is proved that at the initial stage of the analysis it is possible to give recommendations about a 30 % reduction of the amount of control operations.
