Awareness of the need for professional development of teachers, improving the competitiveness and mobility of pedagogical workers lead to the changes in assessment of competencies. The possible tool cane be certification of teacher’s professional competence. The main objectives of certification confirm the power of a teacher to provide quality educational services in accordance with the competence. Certification will provide a system of formative assessment of work functions of teacher’s competencies. The paper discusses the risks and opportunities of using the developed certification model teacher’s professional competences.

The paper deals with a review of the condition of certification under ISO 9000 standards at the Russian enterprises and a comparison with the international experience of certification. It is marked that, despite active advancement of ISO 9000standards, the degree of quality in machine industry is not high enough. It is underlined that the accent on document circulation leads to the problems in quality management. The solution of quality management problem should begin with the engineering procedure analysis. For simulation and process analysis the author offers to use the methods of mathematical information theory enabling more exact and safe outcomes in comparison with traditional modes. The example of manufacturing a cartridge is considered. It is proved that at the initial stage of the analysis it is possible to give recommendations about a 30 % reduction of the amount of control operations.
The article is devoted to the legal and organizational features of personnel assessment in public authorities. The paper considers personnel technologies that are used to evaluate personnel. The author of the article presents certification as one of the effective forms of assessment.
The article describes the procedures for working with the ALINA methodology (Automated personal-oriented interactive independent certification) of its features and advantages. The methodology has digital, software support which implies the possibility of evaluating employees: 1) additional; 2) preschool; 3) general (primary, basic and secondary) education; 4) heads of educational institutions (structural divisions).
