Despite a considerable research made by Russian and foreign scientists in the considered area, the issues of recycling waste and already recycled materials need further development of new approaches considering the complex nature of the problem. One of the major elements of the new innovative system in Russia is the organization of work in the field of resource-saving. It aims at creating an effective mechanism of sustainable and stable development, due to the methods of rational use of material and energy resources on the basis of organizational, economic and technological innovations.

The 21 century is the century of innovative development of preschool education system, when the quality of education is determined by the level of innovative activities of preschool educational institutions. Radical changes, taking place in the domestic preschool education, made theorists and practitioners scrutinize the innovative processes and define scientific and theoretical foundations of innovation management in preschool educational institutions. This defined the purpose of the study: to determine the features, modern approaches, principles and mechanisms of innovation processes management in modern preschool educational institutions. The article presents an overview of the main achievements of pedagogical theory and practices for management innovations in the field of preschool education. The author systematizes the information about the main models of origin and values of the innovation process continuous development in preschool educational organizations from the viewpoint of system, process and qualimetry approaches, describes the main functions (information analysis, design, methodological, organizational, motivational and target, monitoring, diagnostic and prognostic) and management principles (directive regulation of rights and options of pre-school organizations as an innovative system, integration, comprehensiveness, creativity and flexibility, marketing orientation, manageability, system and context orientation, functionality). The author presents the main subsystems of innovative preschool organizations(objects and subjects of management, information product as a result of innovation), new mechanisms of innovative processes management in the kindergarten (innovation management and marketing, innovative methodological work, innovative management technologies and management innovations that are significantly different from current practice and for the first time used in a specific educational organization (e.g., a three-level technology of innovation management, technology of qualimetrical evaluation, etc.).
Problems of development of innovative activity at the regional level are considered in the article. Authors present proposals for updating the theoretical concept of the innovation economy, including a new classification of factors and conditions for innovation, taking into account such elements as institutions, human capital, innovation infrastructure, geography. In addition authors offered classification of models of innovative process in the region among which: «innovative slavery», «raw import substitution», «innovative import substitution», «clustering of innovative business». Also the authors consider the main ways of measurement of innovative activity at the regional level of the Russian Federation, comparing them with the theoretical concept presented in article. In conclusion, authors carry out a quantitative assessment of the key indicators of innovation activity in the Republic of Karelia for the period 2006-2015, making a special emphasis on the analysis using the Rating of innovative development of the subjects of the Russian Federation, compiled by the staff of the Research University “Higher School of Economics”.

The article describes the specific aspects of innovation and investment activity of enterprises in modern conditions. The authors make analysis of various models of innovations implementation and development at the enterprises. They note the importance of the enterprise’s innovative potential analysis and discuss the actual schemes of enterprise investment, which are aimed at its innovative development.
