The article is devoted the problem of forming the investment attractiveness of the territories, which is fundamental for the basis of rational placement of industrial, financial and labor resources, and promote the harmonious development of a country, region, municipality.
The article examines the concept of investment attractiveness of the region, investment risk and investment climate, the factors that determine these concepts, defines the investment infrastructure of the Tula region and the main directions of investment policy in the region, the main investment projects implemented in the Tula region, the results of investment activity region for the last 5 years.
The analysis of investment climate of the Republic of Karelia in comparison with other regions of the Northwestern Federal District is presented in article. An assessment of investment attractiveness of the Republic of Karelia in two parameters is given: investment potential and investment risk. As a result of the conducted research the author draws a conclusion that, the largest specific weight in group of risks for the involved investments renders administrative and social factors. The investor investing the capital in regional economy bears high risks, and its investments have the lowered potential.

As a result of the conducted research the author draws a conclusion that, the largest specific weight in group of risks for the involved investments renders administrative and financial factors. The investor investing the capital in the Russian economy bears is moderated high risks, and its investments have no high potential.
