This article is devoted to the analysis of the causes and factors currently existing in Russia that reduce the effectiveness of the counter-terrorism work of the Russian government bodies. It is concluded that there is external interference in national conflicts by international radical religious and terrorist organizations. The authors suggest some measures to reduce the social base of terrorists.

The article is devoted to the national question in Russia. There is a difference between the concepts of nationalism and national extremism (chauvinism). It is concluded that demonstratively dismissive behavior of citizens or foreigners, which violates public peace and community life, customs, morals, and values of the people of the place of residence, can be considered as a manifestation of national extremism and chauvinism.
