We consider the financial stability of the pension system, the sources of extra-budgetary Pension Fund, the implementation of pension obligations in the region.

The article discusses the problem of priority socio-economic problems in modern Russia – pension reform, whose main task today is to achieve long-term financial balance of the pension system, raising the level of pensions and the formation of a stable source of additional income in the social system.

The paper deals with the changes in procedure of forming pension as a result of pension reform (especially the formation of insurance of old-age pension in the present conditions). The authors highlight the factors that influence the formation of individual pension points; represent categories of citizens eligible for the old age pension insurance; indicate resources, where every citizen will be able to obtain information on the status of individual account in the Pension Fund of the Russian Federation.

The paper is devoted to the issues of pension provision of the Soviet Union during the period 1950–1970. The conditions for obtaining insurance pension, pension for citizens working in harmful working conditions or in underground work, pensions for loss of breadwinner, as well as other preferential pensions are briefly described.

The article considers the "standard of living" of Russians. In the framework of this paper, an analysis of the average wage was carried out both for the country as a whole and for regions, which showed serious differences. The average pension of Russian pensioners for 2003-2017 was analyzed, as well as salaries for individual specialties.
