The article describes the characteristic of regime, as the element of the government adduces the compara-tive analysis of the government; adduces the comparative analysis of totalitarian and autorotation regimes. The authors pay attention to essential characteristics of some types of political regime.

The article reveals the concept of the political process, clarifies its content, structural elements, emphasizes the subject and the object, investigates specific features. In addition, the opinions of the most influential researchers on these issues are taken into account. The article says that the central characteristic of the political process is a change, which means any modification of the structure and functions, institutions and forms, constant and variable features, rates of evolution and other parameters of political phenomena. Changes mean both the transformation of properties that do not affect the basic structures and mechanisms of power, and the modification of the bearing, basic elements that together contribute to the achievement of a new qualitative state of the system.

The article deals with the problem of political systems classification. It analyses the characteristic features of soviet political system. Proceeding from the dialectical law of unity and struggle of opposites it is justified the possibility of existence of elements of democracy in the soviet political system.
