This article is devoted to the urgent issues of Russian health care problems and ways to solve them through the improvement of public administration in this area. Improving public administration in the health care system, both in the field of diseases prevention and treatment and in the field of socio-economic development of health care institutions, will contribute to the improvement of the work quality, as well as to the increase of citizens’ life expectancy and their health strengthening.
The author considers in the article the question of development of personnel potential in agencies of preliminary investigation in the system of the Ministry of Internal Affairs of Russia. Also, the author analyzes reasons for the outflow of qualified personnel from these agencies and offers his vision of personnel policy in this area.
