Modern market conditions demand studying of opportunities of functioning of higher education institutions and development of certain criteria of the results of training of personnel potential necessary for a present situation in labor market. Conditions of the competition allow to define prospects of development of the studied higher education institution in the context of the market, and competitiveness of higher education institution defines its opportunities from the point of view of production of educational services and the content of educational services. Both of these qualities are connected with the entrant, and with university graduates. Social and economic components are the main indicators influencing formation of personnel potential and its demand in labor market.

Article is devoted to a research of personnel capacity of rural schools on the example of the Crimean region of Krasnodar Krai. In work it is necessary the beginnings of the analysis of motivators of teachers of rural schools. These researches can serve as primary material for further deeper analysis of motivators and as a result of overall performance of teachers. Work has the statistical property displaying a quantitative ratio of teachers and their qualification.
The author considers in the article the question of development of personnel potential in agencies of preliminary investigation in the system of the Ministry of Internal Affairs of Russia. Also, the author analyzes reasons for the outflow of qualified personnel from these agencies and offers his vision of personnel policy in this area.
