At present, price changes are of great importance in economic development. Price dynamics in the production of oil and products of its processing plays an important role too. This research paper examines price changes in the Volga Federal District in 2013 - 2017. It shows the influence of price fluctuations on the socio-economic growth of regions. The change in prices for gasoline and diesel fuel, which are among the main goods of oil production, is reflected in the dynamics of all economic processes. In 2013-2017, the change in the cost of gasoline and diesel fuel occurred both in the production sector and in the consumption of motor fuel. At the same time, the average rise in prices for consumer goods in the Volga Federal District was lower than for the products of producers. The rise in prices is largely due to the constant demand for these products, as well as the increase in costs associated with work to improve the quality of products. Another important factor in the transformation of the entire economic complex on an innovative basis and with the use of digital technologies is the presence of a strong scientific base and a huge number of higher educational institutions of various specialization in the district.

In the scientific article the authors discuss the relationship between highly qualified economists-agrarians with excellent parameters "price-quality" indicators and efficiency of vocational guidance work as well as future economists self-determination quality. They applied qualitycost evaluating approach as a new tool improving the vocanional guidance process. Today, the role of qualimetry in future specialists training is undeniable. That once again confirms the relevance of the tasks it faces and necessitates the development of youth personal qualities, motivational mechanisms. Quantitative evaluation of the vocational guidance work results and future agricultural economists’ quality promotes increase of regional agri-food companies competitiveness. Special attention is paid to the processes of interaction between educational institutions, business and government in the question of rural youth self-determination.

Profession depends on successful self-determination not only of graduates of higher vocational education, but also secondary school students. The paper is devoted to problems of vocational guidance and consulting of future specialists. The analysis of a person, from adolescence and to mature, when the formation is already finished, is made. The practical significance of this provides a "road map" of the primary individual psychological consultations for rural youth, career guidance activities (for adolescents and young adults), and clearly stated meaning-contents characteristics of the consulting aspects.

It analyzes the fertility, size and age structure of the population as a whole in the Perm region, and includes selected indicators in comparison with the subjects of the Volga Federal district. The paper is useful for legislative and executive authorities, heads of municipalities, teachers and students. The scientific work is closely intertwined with the tasks of formation of personnel potential of the region. The authors hope that the government, business and education, working together, can create favorable conditions for population reproduction in the Perm region in future. It will have an overall positive impact on the social-economic climate of the region.
