The revolutionary emergence of information and communication technologies contributed to the development of the new economy. Therefore, the level of telecommunications spread to the countryside is one of the most important indicators of innovations. Another important indicator is the level of education, culture of the rural population. Creative person is the resource for which competitive battles will take place in the future.
In article specific of the organization of social work activities with disabled people in rural areas are considered. Authors provide data of the empirical research concerning quality of providing the social help to persons with limited opportunities of health in the village.

The article deals with the peculiarities of rural employment in the Republic of Sakha (Yakutia) as a global issue of the right to work and protection from unemployment, written in the Constitution of the Russian Federation. Actualization of the possibility of various labor activity with decent pay and working conditions serves as a strategic reference point of the government policy and the most important factor of social and economic development. A significant part of the Republic population lives in areas of poor transport accessibility due to insufficient development and the lack of employment areas diversity. They are engaged mainly in traditional forms of natural resources use, which have recently experienced significant difficulties with the life-supporting function of the industry. Consequently, it is necessary to update the measures of the government social policy to promote employment, taking into account the importance of supporting the population with special needs for the realization of their labor rights.
The article is devoted to the problems of the municipal level of agricultural management in the region. The study was conducted on the basis of an analysis of materials from scientists-economists who studied the economy of agriculture of the Nizhny Novgorod region and statistical data of the region on agricultural production. As a result, key challenges faced by agricultural management in municipalities have been articulated. The results indicate the need to concentrate on expanding their powers.
