The article deals with the ethical aspects of women's participation in the formation of a new system of public administration in the 1920s. XX century. On the basis of historical documents, the specifics of the women's career in the state and public sectors are determined, and factors that impede the development of public administration are identified.

The article analyzes the approaches of foreign experts to innovation in education. The criteria of innovation processes are identified, the general characteristics and problems of the implementation of educational in-novation are defined in the article.
