Article represents the analysis of a role of the political rights and freedoms in the statement of civilization from the point of view of ideological sources and a current state. The author, addressing to conclusions of thinkers of New time and Russia concerning achievement of the status of the citizen, considers that people only in that case will be active participants of political life – active citizens if they are members of the developed civil society which is also possible only from the moment of appearance of the citizen as the independent and individual member of the society allocated with a certain complex of the political rights and freedoms

In the article the author views the social problems of Russian society and the industrial city from the theoretical and empirical viewpoints by analyzing the results of the sociological research, held in Togliatti in 2012–2013 and dedicated to the social attitudes of population.

This article analyzes the features of modern Russian society political culture and its main determinants. Internal contradictions of Russian political culture and its contradictions to the construction of a democratic regime and the development of democratic institutions in modern Russia are also revealed. Elimination of these contradictions is necessary for the harmonious development of Russian state and society. It necessitates the establishment of such political culture in Russia that will combine democracy and preservation of historically recognized traditional political orientations of Russians.

The article is devoted to the analysis of the main theoretical approaches to the study of civil society, such as statistic, liberal, anti-liberal, sociological, neocorporativist, as well as network information. It is revealed that civil society is inextricably linked with the rule of law, since it is based on legal and legislative support. The political prerequisites of civil society are the legal and legislative provision (restriction) of individual and collective freedoms that protect the rights of the individual.
