In recent decades, before teaching science and educational practice it necessary to address the serious problem of young professionals to the answer to modern social needs. The success of a young person in society at a high cultural level is provided, including through the creation of a culture of communication that allows a young person to become a strong personality, fully "human culture". The problem of training versa-tile specialist with a high level of culture (including the culture of the word) and mobile operation under dynamic society – a methodological problem of liberal education, which has not been solved completely. At the same time, one of the main solutions to this problem, in my opinion, is the purposeful formation of a future professional communicative competence, which is the main component of verbal communication (communication). In this paper, the author based on the analysis of the scientific literature examines concepts such as "competency", "competence", "communicative competence" and tries to establish a relationship and interdependence between them.

Based on the analysis of the transition state of the educational sphere from one educational paradigm to the other one, the article discusses the problem of interrelation of key competencies and universal learning performances as the intended learning outcomes. Transformation of the main function of the education content from the purpose of learning to the means of achieving new educational outcomes is emphasized. The concept "activity-based learning unit" is revealed on the example of competency-based assignments through demonstration of their structure, determining their purpose in the educational process of comprehensive schools, introduction of various classifications and modifications, and also ways of designing such assignments and tasks.
