Based on the analysis of the transition state of the educational sphere from one educational paradigm to the other one, the article discusses the problem of interrelation of key competencies and universal learning performances as the intended learning outcomes. Transformation of the main function of the education content from the purpose of learning to the means of achieving new educational outcomes is emphasized. The concept "activity-based learning unit" is revealed on the example of competency-based assignments through demonstration of their structure, determining their purpose in the educational process of comprehensive schools, introduction of various classifications and modifications, and also ways of designing such assignments and tasks.

Significant changes in the society require increasing of efficiency of foreign language educational activity. As a result of this, there is an urgent need to improve the methods and forms of education, one of which is students’ autonomous work, increasing the interest to the language, and promoting the effective achieve-ment of all the goals of learning a foreign language.
The author focuses on creation of a foreign language environment for development of speaking at secondary school. The article presents specific results in the 6th grade. An experiment is conducted in which 15 students participated. The result of the experiment is positive. The author bring the fragments of lessons with authentic materials – cartoons: "Jack - the conqueror of giants", "Pocahontas". These lessons are shown how to work with authentic materials, which leads to a good result of working with authentic materials for the development of speaking skills.
