Different types of cycles are known to modern science. Even longer are the so-called “culturological” cycles.
They are characterized by global crises affecting the national economy and political institutions.
At the same time for each cycle there is a group of management elites. There is a theory of circulation of elites, according to which any elite eventually worsens its composition and gradually, being closed, degenerates. At the same time, the counter-elite is growing, ready to supersede the ruling elite and to be-come dominant. Thus, history is perceived as a change in socio-economic cycles.

Formation of common cultural competences of a modern student has a number of features. It is connected with the fact that at present young people are a product of "a digital era".
