The paper is devoted to features of modern interaction of institutes of the president and government in the Russian Federation and the Republic of Korea. The research is made with use of a number of factors which served as criteria in carrying out the analysis.

Different types of cycles are known to modern science. Even longer are the so-called “culturological” cycles. They are characterized by global crises affecting the national economy and political institutions. At the same time for each cycle there is a group of management elites. There is a theory of circulation of elites, according to which any elite eventually worsens its composition and gradually, being closed, degenerates. At the same time, the counter-elite is growing, ready to supersede the ruling elite and to be-come dominant. Thus, history is perceived as a change in socio-economic cycles.
