The paper deals with the social phenomenon of governance as one of the key factors that have a decisive impact on the intensification of the processes of innovative activity in modern enterprises. The author reveals the basis of the innovation system form a connection of three independent subjects (science, production, state). System elements acquire significance only for the presence of certain kinds of relations with other elements. Today the state is progressively becoming an important partner in the sphere of innovative activity. The work is done in the framework of the research Project No. 383: “Workers of industrial and scien-tific-technical sphere in conditions of the towns (on the example of sociological analysis Togliatti)”.

The essence of the activities of such market entities is described, and their specific features are identified. The key processes and factors influencing the complex activities of high-tech industrial enterprises are identified, and on this basis, criteria for its effectiveness are given.
