The author presents the results of market research of prospects of innovative development of the region; level of innovative activity of the Penza region in comparison with other regions of the Volga federal district; active branches of economy of the region, the direction of the state support of innovative activity in the region. The factors, interfering the growth of innovative activity of the region are revealed.

The article deals with the problem of regional innovative systems formation on the example of Tula region; it is connected with the necessity of innovative activity increase and the necessity of changing the structure of economy.

The paper deals with innovative infrastructure development, as an important factor of integration of science, education and business in Uzbekistan. In view of this, it is offered to create techno parks on the basis of higher schools, including higher schools of economics, such as educational banks, insurance and marketing agencies and others.
