The article is devoted to the place of historical memory and legal culture in the value system. The purpose of the study is to show the role of ideology and legal culture on the formation of state and legal values of modern Russian society, to build a conceptual model of the phenomenon of Russia of the future. The need that has arisen in this regard to develop and implement an effective model of legal education of the population at the federal, regional and local levels will be aimed at improving legal policy in the field of developing the legal culture of citizens. As a consequence of this, authorities at all levels will be called upon to provide comprehensive work to disseminate legal knowledge that will contribute to the formation of the rule of law.
