The article explains one of the main factors of professional education regionalization, contributing to the development of professional education systems, adapted to the needs of labor market, the understanding of connections between educational institutions of different educational levels included in the regional professional educational complex, and the designing of educational complexes.

The article deals with the problems and difficulties, which have come on the system of secondary and higher professional education in the Middle Volga region’s cities (Penza, Saratov, Ulyanovsk) in the postwar period. The authors suggest ways of their solution on different levels.
