The author studies the concept and mechanisms development of " electronic government" in Russia from priorities of providing public services in electronic form to involvement of citizens in processes of open public administration. Practical on-line communication with community influences processes of effective electronic interaction of society and power legitimation and institutionalization.

The article considers the problems of increasing the level of information literacy of the population in the context of the development of information and telecommunication technologies. In addition, the legal basis for the development of the information society in the Russian Federation is considered.

The article examines the main processes of digital transformation of public management and the expansion of the range of state and municipal services provided to the population. The main stages of development of the service state model and their results are highlighted. The main problems of public management at the present stage are determined. It is concluded that the digitalization of society and public management based on the dynamic implementation of information and communication technologies makes the process of implementing the service state model in our country practically irreversible.
