The relevance of the problem under study is due to the low efficiency of government support for small business in retail trade in cities, which negatively affects the level and quality of service to the population. The purpose of the study is to analyze and systematize forms of government support for small businesses in the retail sector. The author has worked out a typology of forms of government support for small businesses in retail trade based on a morphological matrix. Disadvantages are identified and recommendations are proposed for improving the forms of government support for small retail business at the municipal level.
The article outlines the importance of social responsibility of small business in the current economic conditions of Russia. Different approaches to social responsibility in the sphere of small business are considered: institutional and network approach, rational choice theory, political-economic and socio-cultural approach. Small business plays a significant role in the socio-economic development of society, stimulating the local economy. However, its contribution is not limited only to economic benefits – small business has a social responsibility to the state and citizens.
The article analyzes the development trends of small and medium-sized businesses in the Russian Federation in the context of external restrictive factors. The article examines the factors that have a significant impact on the development of small and medium-sized businesses at the present stage. The mechanisms of state support for small and medium-sized enterprises in Russia are analyzed. It is concluded that it is necessary to further develop measures to support small and medium-sized businesses in crisis conditions.
