The relevance of the problem under study is due to the low efficiency of government support for small business in retail trade in cities, which negatively affects the level and quality of service to the population. The purpose of the study is to analyze and systematize forms of government support for small businesses in the retail sector. The author has worked out a typology of forms of government support for small businesses in retail trade based on a morphological matrix. Disadvantages are identified and recommendations are proposed for improving the forms of government support for small retail business at the municipal level.

The relevance of the researched problem is conditioned by the importance of small business for the socio-economic development of the country, which took the greatest shock of the coronavirus pandemic. The purpose of the research is to analyze the theoretical and practical foundations in the field of government regulation and support of business activity in general and small sector in particular. The goals and objectives of government regulation of business activity are systematized, its main directions are determined, the necessity of government support of small business in a pandemic is proved.

Retail trade belongs to the promising and fast developing sectors of Russian economy. Sustainability of trade depends on completeness, rationality and stability of goods range. It is the range of goods that binds the company and the market, being an object of economic exchange and means of meeting existing demands. Therefore, one of any organization’s key management activities is the management of goods range.
