The relevance of this work is due to the importance of the business sector in the socio-economic development of the regional economy. In connection with the above, it is important to pay special attention to the development and functioning of small businesses at the regional level, where the formation of a support system and infrastructure is taking place. The purpose of this study is to identify the features and characteristics of the small business support system in the processes of its formation and development. The article discusses the theoretical aspects of the formation and development of the support system for small business in the Sverdlovsk region. The authors conduct a comprehensive study and give a detailed description of the existing support system for this sector of the economy.

The purpose of the article is to study theoretical approaches to the implementation of various measures to support small businesses at the regional level. At present, the development and functioning of small business requires increased attention at all levels. A special role in this process is played by the regional level, where the formation of a support system takes place, which directly affects the key showings of the business. The article discusses the principles, essence and functions of small business, various aspects of its impact on the development of the region. In addition, the work presents the main forms of support for small businesses at the regional level, factors influencing the functioning and development of small businesses, the main objects of business infrastructure in the region. In the proposed work, the authors use a standard methodology including the following elements: development of a research algorithm, conduct of content analysis, selection of research methods, assessment of parameters and substantiation of factors influencing on the subject of research. Methods of synthesis and analysis, methods of tabular and graphical visualization of research results are used as the main research methods in this work, which made it possible to form a comprehensive idea of the object of research – a system for supporting small businesses. The system of supporting small businesses in this article is considered from the viewpoint of an integrated and factor approaches.

The relevance of the researched problem is conditioned by the importance of small business for the socio-economic development of the country, which took the greatest shock of the coronavirus pandemic. The purpose of the research is to analyze the theoretical and practical foundations in the field of government regulation and support of business activity in general and small sector in particular. The goals and objectives of government regulation of business activity are systematized, its main directions are determined, the necessity of government support of small business in a pandemic is proved.

The relevance of this topic lies in the fact that in the XI century a large number of small and medium-sized businesses are constantly in difficult conditions, due to the dynamics of the pace of development of modern technologies and new requirements of business organization, which business is not able to cope with. The organization of business processes will enable enterprises to consolidate their stable position in the market and will allow them to successfully cope with the increase in competition, ways to reduce the cost of production and the introduction of new effective management methods.

The relevance of the topic under study is due to the need to assess the impact of the activities of small and medium-sized businesses, self-employed citizens on the socio-economic development of the region. The purpose of the study is to analyze the level of small and medium-sized businesses development in the Sverdlovsk region. To achieve this goal, the article uses the method of statistical analysis and the method of theoretical analysis. In the course of the work, the author considered the main statistical indicators of the activities of small and medium-sized businesses in the Urals Federal District. The main performance indicators and the structure of small and medium-sized businesses in the Sverdlovsk region for the period 2018–2021 are analyzed in more detail. Based on the results of the study, the author defined the level of small and medium-sized businesses development in the Sverdlovsk region, formulated recommendations for increasing this level and achieving the targets provided for by national and regional projects for the development of entrepreneurship.
