The article starts with the short description of some modern theories of globalization and cultural hybridization. Based on that theoretical knowledge the author proposes the cultural hybridization model as an aspect of Russian national youth policy construction.

The paper deals with the approach to creation of regional youth creative-knowledge platform as space and information-communication tool of creative youth interaction with business community and regional administration. The authors describe participants and knowledge processes within the platform.

Describes the types and causes of deviant behavior of young people in psychology, principles of developmental education. Describes the use of design technologies used in preventive work (on the example of the implemented project) contribute to the education of the youth units, preventing the formation of deviant behavior.
