The paper describes the actual problem of participation of youth in the agriculture entrepreneurship in rural areas and in the economic management of the country. The normative legal documents of youth policy that encourage the involvement of young people in the country's economy and agriculture are being analyzed. Youth movements and political organizations are seen as a key factor in supporting the youth interests. The main motivation to stay and work in the rural areas strands out the system of social support from the Government, youth policy establishments and political parties.

One of the major problems of the formed Soviet state during the Russian revolution of 1917-1922 is creation of the "new person". The strategic task was to involve in construction of new socialist society as the bigger number of the citizens devoted to the ideas of socialism as possible. The most serious rate became on youth as on the most active part of society. The purpose of the article is to present mechanisms for formation of the socialist personality. Process of impact of the socialist ideas to youth consciousness is studied. The conclusion about dual character of new pedagogics during the postrevolutionary period is drawn.
The article deals with one of the most effective ways for primary prevention of deviant behavior (drug use, alcohol consumption, smoking) among young people – the use of project technology in the organization of leisure activities. Describes the types and causes of deviant behavior of young people in psychology, principles of developmental education. Describes the use of design technologies used in preventive work (on the example of the implemented project) contribute to the education of the youth units, preventing the formation of deviant behavior.
