The article is devoted to the improvement of the system of recruitment, as hiring a new employee, and in intra movement of staff. Article is devoted to questions of improvement of a personnel management system, at the organization of personnel process "movement and turnover of staff". The place of turnover of staff in a total turnover of labor is studied, the analysis of the reasons causing dismissal of workers, including unorganized movement is given. The assessment of this phenomenon as an integrated indicator of a situation at the enterprise is given, to the work and production organization, through a prism of their perception by employees of this enterprise. A certain attention is paid to the analysis of sources of information, allowing to estimate the scale and dynamics of processes of mobility of the personnel of the enterprise of railway transport.

The institutional environment of educational services appears in the unity of the methods of state regulation and market mechanisms. In the paper the economic mechanism is considered as a huge functioning system, included finance, economics, resources, and other activities. A model of the new economic mechanism for the university in the development of market and also revealed the model of economic man-agement mechanism in the field of education in the period of the economy reformation.
