The study presents an analysis of mortgage market of the Russian Federation for 2011-2014.The material for the study are the data provided on the websites of the Rosstat and the Agency for housing mortgage lending. The result of this study highlights the main trends in mortgage market of the Russian Federation: significant growth of commissioning of residential real estate, especially in 2014; growth of housing prices in primary market simultaneously with growth in per capita incomes in the Russian Federation; reduced housing affordability index; growth of number of mortgage loans in the Russian Federation and their decline in monetary terms.

Effective decision-making depends on its qualities. In order to identify the main qualities of a manager, the authors conducted a survey.

The authors analyze the concepts «citizen» and «civic consciousness» in the environment of modern youth, the reasons of civil activity decrease among school and university students. The authors suggest thee actions, directed on increase the level of civil activity.

On the one hand, classification of types of management precedes the analysis and allocation of factors, important for classification, and on the other hand, it is based on various combinations of these factors for different types of management. It allows estimating the opportunity both theoretical and practical development of concrete type of management due to development of certain factors, on which it is based.
