The article examines the social relations between the subjects of ownership relationships arising from the circulation and use of rights to intellectual property and means of individualization of legal entities and goods complicated by a foreign element. The purpose of the study is to systematize the accumulated scientific knowledge about international economic transactions, the subject of which are intellectual rights, to formulate the concept of a foreign economic transaction in the field of intellectual rights and to characterize its features. The methodological basis of the study is determined in accordance with the goal and is based on the general methodological approach of material positivism and following from the general to the particular. The author applies general scientific methods of cognition: analysis, synthesis, induction, deduction, as well as special legal methods: legal comparison, formal legal method, systematic method and method of classifications.

The article analyzes the features of civil liability of organizations’ heads and the conditions for the establishment of legal regulation of the digital economy. It is concluded that legislative consolidation of concepts related to digital financial assets will positively affect approaches to the criteria of honesty, reasonableness as expressions of an individual guilt.

The article examines the development patterns of the legal status and circulation regulation of non-documentary securities. The author proposes a reasonable way to modernize the legal support of non-documentary securities circulation by introducing into the e-government system mechanisms that provide for citizens and legal entities access to trading on the securities market through a personal account on the Gosuslugi portal.
