Corruption as a negative social phenomenon today, arouses quite a significant interest in the scientific literature and practice. It is impossible sometimes to estimate the scale of corruption and corruption crimes negative impact on society due to their ubiquity. All the above mentioned determines the relevance of the chosen topic study, as well as the need to develop new and effective measures to combat corruption crimes.

The paper analyzes such element of modern progressive system of execution and punishment, as a system of “social mobility”. The author describes the experimental data carried out in the framework of the implementation of the system in 2011. The author analyzes the existing problems of implementation of “social mobility” system and ways of their solution; compares progressive system of execution and punishment with the system of “social mobility”; makes a number of proposals for improving the existing penal legislation in preparation of convict for release and its subsequent social adaptation.
