The paper explores the issues of success and failure cluster formation in some regions of Russia. The author supposes to use a critical analysis of the experience of other regions for the effective formation of clusters on the territory of the Rostov region.

Due to the negative impact of globalization on was not firmly established after the collapse of the Soviet Union the Russian economy comes lag of the Russian Federation in terms of economic development from the more developed countries of the world, which is more acute in the period of the anti-Russian sanctions: an increase in the outflow of capital from the country, the instability of banking activities, the reduction of exports and imports of goods and services, termination of contracts with foreign suppliers and growing together with the unemployment and inflation, the deficit of the federal budget of the Russian Federation. In this regard, especially important to the creation of clusters in the territory of the Russian Federation as a means to enhance the effectiveness and competitiveness of the Russian economy in the world space. In the article the Russian experience of the creation of clusters, the efficiency of their operations and prospects for the development of clusters in Russia. It is concluded that in the present conditions of the Russian Federation need to attach great importance to the cluster policy is a powerful stimulus of the economy.
The article discusses the possibility of introducing interactive teaching methods into the practice of teaching foreign languages at the University, where the teacher is given the role of a tutor accompanying the learning process and students are put in the center of the learning process. Tutoring forms of intercultural communication have proved to be effective strategies for the development of foreign language competences.
Based on the mining analysis of the cluster structure of the long-range portrait of 3D-object, a physically based mathematical model of the temporal profile of the pulsed radar cross section of the object in the form of a finite mixture of standard pulses is proposed. The methodology and results of identifying model parameters using a modified EM-algorithm are presented.
The article discusses the task of identifying the state of the investigated object using methods of spectral analysis of its output audio signal. The structure of special software that can solve this problem is described. The relevance of the work is due to the need to search for architectural and software solutions to the problem of identifying the parameters of the object under study.
