In the system of training there is transition from the model of "supporting education" to "innovative education". The main principles of the regional model are the personification and the targeting of the modular programs. Principle reconstruction touched the system of scientific and methodological support of all subjects of education. The most important part of the renewed system of professional development was creating the tutor network for programs targeted training of teachers and leaders of educational institutions.

The article deals with the main conceptual scientific and methodological aspects of inclusive education for children with disabilities. Attention is drawn to the idea of integrated education of children with disabilities, the conditions for integration, approaches to the education of children with disabilities. The author considers methodological bases of treating and educating children with disabilities, the main tasks of the teacher and specialists, competences.
The article discusses the possibility of introducing interactive teaching methods into the practice of teaching foreign languages at the University, where the teacher is given the role of a tutor accompanying the learning process and students are put in the center of the learning process. Tutoring forms of intercultural communication have proved to be effective strategies for the development of foreign language competences.
