Competence approach in discussions about the problems and ways of modernization of russian education

The article deals with the problems and ways of modernization of Russian education designed to raise the quality of training for various areas of public and economic sectors. The article describes the implementation of the competence-based approach in Russian education, which shifts the emphasis from the content of education on learning outcomes. In the basis of educational models in different countries, and now Russia, lies the path of transition to a multi-level system of training, as the basis for their lies on the common European framework of qualifications.
The article is devoted to the importance of establishing universal and general cultural competencies in the process of formation of the medical student learning path. The necessity of carrying out various types of extracurricular work, in particular, writing an essay on topical issues of our time, is shown. The essay allows future doctors to freely express their individual impressions on various issues, which will contribute to the development of skills in the preparation and application of scientific, research, design, organizational, managerial and regulatory documents in the healthcare system.
The article discusses the contradictions between the requirements of the Federal State Educational Standard of Higher Education and the requirements of the Federal Law of the Russian Federation regarding the use of technical means for processing and transmitting information insofar as it concerns.

The development of soft skills is a priority in the modern era of mass communications. The presence of mass communication mechanisms: social networks, makes it possible to exchange information, teach, promote a personal brand and provide various services. These circumstances place significant demands on the availability of soft skills. Such requirements are valid for students not only of humanities, but also of engineering specialties since full provision of information about their activities will improve the position of the speaker and achieve consistently high communication skills. The concept of soft skills is quite broad and can be interpreted by students through the prism of everyday experience rather than academic experience. This circumstance can lead to an incorrect perception of the soft skills requirements that the industry and possible employers place on graduates of engineering universities. This study is aimed at identifying the level of awareness of engineering students about soft skills. Also, one of the goals of the study was to identify the role of teaching materials and the use of such materials by students in practice in assessing the main components of soft skills. As a research method, a survey method was used, which was aimed at identifying the most important components of soft skills in the opinion of students. Next, as a training component, we chose the TED talks resource, which clearly illustrates the successful use of soft skills. After studying the training material and group discussion, the students were given the task of preparing a public speech as a team. Soft-skills components from the training materials were selected as evaluation criteria. After completing the task, students were asked to take the survey again and adjust their assessments of the important components of the soft skills considering the experience gained. Data from the two surveys were analyzed and compared. The results of the study can contribute to the formation of soft skills and will improve the quality of the educational process for non-humanitarian students.

Microlearning is a modern trend that is rapidly gaining popularity not only in the field of corporate training, but also in the educational system. However, the lack of a systematic discussion and different approaches to defining this concept make it difficult to develop effective methodological solutions. The purpose of this article is to determine and shape the key principles of the implementation of microlearning for teaching foreign languages under the framework of the competency-based approach as the one guiding educational organizations. To solve this problem, theoretical and empirical research methods are used: analysis of relevant publications and world trends in the context of the digital transformation of education; comparative analysis of the basic elements of the concepts under consideration to determine their compatibility. Reviewing publications, the article compares both the developed concept of the competency-based approach that dominates modern education and the concept of microlearning, which has recently increased the pace of its development. As a result of the study, a matrix of compliance of the basic characteristics of microlearning with the principles of the competency-based approach was compiled and the principles of microlearning were formulated: the principle of self-sufficiency of micromodules; the principle of focusing; the principle of subjective time; the principle of interactivity; the principle of digitalization and mobility. A significant degree of compliance of the microlearning concept with the competency-based approach allows us to draw a conclusion about the applicability of microlearning in educational organizations at different levels (in particular for learning foreign languages). However, there are also contradictions that arise at the stage of practical implementation of the microlearning concept elements into the learning process at a university. To the greatest extent they refer to the principles of self-sufficiency of micromodules, subjectivity of time, and interactivity, which is due to the factors enveloping the process of learning in educational organizations. Prospects for further research are the search for methodological solutions and didactic resources that correspond to the previously mentioned principles, and their implementation in teaching practice.
