Expansion of professional and business international communication, work with documentation in a foreign language, and the possibility of academic mobility necessitated enhancing the ability to enter multicultural business environment for students of engineering and construction training areas. The success of professional and business communication of students is determined to a large extent by the level of proficiency in the foreign language business communicative competence in the sphere of professional activity. The problem of achieving the required level of the foreign language business communicative competence for bachelors and specialists in the field of engineering and technology remains relevant. In the solution of this problem, the integration in the educational process of the electronic information and educational environment of the university is of particular importance. This determined the research aim: theoretical substantiation and practical implementation of the didactic system of establishing the foreign language business communicative competence in the field of professional activity in students of engineering and construction training areas using the electronic information and educational environment of the university, an experimental study of its effectiveness. The article examines the concepts of competence and competency, defines the foreign language business communicative competence in the sphere of professional activity, and analyzes the possibilities of the electronic information and educational environment of the university to build this competence. The authors designed a didactic system model for the building the foreign language business communicative competence in the sphere of professional activity for students of engineering and construction training areas using the electronic information and educational environment of the university. The didactic system is represented by a number of interrelated dynamic elements, organically integrated into the educational process of the university and allowing shifting the emphasis from management to the self-organizing activity of students. The results of experimental research are demonstrated; they showed that the level of the foreign language business communicative competence in the sphere of professional activity was improved as a result of use of the didactic system developed by the authors. The results of the research can be used in the process of professional-language training using the electronic information and educational environment of the university.

The article is devoted to the use of cloud services in the formation of ICT competence. The study proves the importance of cloud services and analyzes the use of Google Apps Education Edition cloud technologies, the Moodle distance learning system in the electronic information and educational environment of the university. The authors clarify the didactic opportunities of cloud services and identify the pedagogical conditions for learning when using them. They highlight the methodological aspects of planning the learning process based on the use of cloud services, aimed at improving the level of ICT competence.
The legal regulation of distance education in the Russian Federation is carried out by numerous, but disparate normative legal acts. In the unprecedented conditions of the compulsory introduction of distance technologies for the period of suspension of full-time studies, it is important to understand how it is enshrined in the legislation and departmental regulations. The first part of the study is devoted to the study of terminology, which is used in Russian legislation and in international practice to refer to concepts related to distance education. In the second part, we will discuss national strategies and programs in the field of education, to the extent that they relate to the formation in the Russian Federation of a modern and secure digital educational environment of high quality and accessibility, we will examine in detail the amendments to the Constitution related to information technologies in education, and we will also analyze federal legislation containing norms on “digital”, “electronic” and “distance” education. The third part is devoted to the special procedure for the use of distance education programs in 2020, adopted in pursuance of the order of the Ministry of Education and Science of the Russian Federation No. 397 of 03/14/2020 "On the organization of educational activities in organizations implementing educational programs of higher education and relevant additional professional programs, in the face of preventing the spread of new coronavirus infections in the territory of the Russian Federation. ” Despite the many difficulties that arose when introducing distance education as a compulsory element of the educational process for educational institutions of higher education, in general, the legislation of the Russian Federation was ready for this test. The legal framework has been developed for more than twenty years, and the legislator has tried to make timely changes in line with the level of development of information technology.

Currently, the system of secondary vocational education, as an integral part of the Russian educational space, is undergoing significant transformations, due to which the quality of the educational process is improving. One of the trends is the use of an environmental approach to the organization of extracurricular activities of students of a professional college. The environment of an educational institution has a significant potential in the formation of not only professional, but also general competences (GC), which are noted as a result of training students at a professional educational institution. One of the most important GC for a future specialist is sociocultural one, which is based on the acceptance of a multicultural world, which will allow him/her to successfully interact with representatives of various ethnic groups (colleagues, administration, consumers) in the course of professional work. The purpose of this study is a theoretical analysis of the "socio-cultural environment" concept of a professional college, definition of the structure of this environment, characteristics of its main components. From the standpoint of an environmental, competence-based and practice-oriented approaches, the authors analyzed domestic and foreign scientific works on the organization of the socio-cultural environment in a professional college, which made it possible to define the essence of the phenomenon under study, to identify and characterize the spatial-sematic, information-virtual, communication-organizational and methodological components of this environment. The content development of these environment components will allow the teaching staff to focus students' attention on the norms of cultural communication and cultural values when conducting extracurricular activities. The theoretical significance of this study is in justifying the need for organizing a socio-cultural environment in a professional college. The practical significance lies in the possibility of using its results by methodologists and teachers of the SVE system in the development of structural components of the environment that contribute to the formation of students' sociocultural competence.
