The article analyses the ways of transforming communication between government bodies and citizens, which significantly influences the adaptation of public administration in a rapidly changing world and is essential for ensuring long-term sustainability and further development in the face of global challenges.
This article presents an analysis of information security threats in municipal institutions of the Ladoshkinsky Urban District. The research identified key external and internal threats, such as cyberattacks, phishing attacks, human factors, and the use of outdated systems. Specific examples illustrate how these threats impact the functioning of institutions and the quality of services provided. Comprehensive measures to ensure information security are proposed, including technical solutions and organizational measures. The influence of national and international standards on improving the level of information protection is also examined.

The article provides an analysis of modern approaches to the legal content of the new emerging scientific category “information culture” through its relationship with the concepts of culture, information, information and legal culture of the individual, information security and information rights and freedoms, the author's approach to the legal content, elements and functions of information culture in the context of the digital transformation of society is proposed. The emphasis is placed on the need to develop a national concept (program) for the development of information culture in modern Russian society, individuals, and citizens, which would allow for a clear understanding of its essence and content, values and principles, competencies, and methods for their formation.
This paper explores the impact of artificial intelligence (AI) and new digital technologies on learning and cognition. It examines the key aspects of digital thinking, its formation, and development in the context of rapid digitalization. The paper analyzes how AI and modern technologies, such as adaptive learning, virtual and augmented reality, and big data, are changing traditional approaches to education by personalizing the learning process, providing access to unlimited amounts of information, and developing new cognitive skills. Both the potential benefits and challenges of integrating AI and new technologies into education are explored, including issues of digital inequality, ethics, data security, and the need to redefine the role of the educator in the new educational paradigm. Special attention is given to developing critical thinking, creativity, and lifelong learning skills in the digital age.
