Development of bank rate theory and its practical application in credit system of Russia at different stages is considered in this article retrospectivly. Three stages of bank rate theory development in the Soviet credit system are presented. The authors describe a transition from administrative formation of interest rates to a market mechanism.

The article is devoted to the problem of increasing motivation to learn a foreign language in non-linguistic university. It considers the issue of independent work of students, coordinated by the teacher. University curriculum gives insufficient amount of time to language learning, so it is necessary to direct and motivate students to study independently. The teacher has the opportunity to use various websites in the classroom and for homework to increase interest in learning a foreign language.
Old Slavic language, historical grammar of Russian language, the history of Russian literature language are the most difficult linguistic disciplines at philological faculties of universities and pedagogical institutes. The tables and schemes were made by us in order to facilitate their theoretical and practical mastering. These tables and schemes should be considered as educational and methodical manuals for the 2nd course students of philological and linguistic faculties. Working with these schemes and tables develops visual memory of a student, his creative abilities, also it promotes effective digestion of material. There are various forms of usage of these schemes and tables on the lessons of historical and linguistic disciplines. All types of working with schemes and tables on historical and linguistic disciplines diversify the method of teaching new material, attract students` interest without leaving them indifferent.
